This race is actively fragmenting the global cloud market, forcing multinational tech giants to rethink their global footprint.
In regions like Europe, the Middle East, and Asia, governments are increasingly requiring that data collected about their residents must be stored and processed within national or regional borders. This is fundamentally changing how companies operate globally, transforming data localization from an option to a compliance necessity.
The Middle East, in particular, is emerging as a critical battleground and investment hub for sovereign cloud initiatives. For example, in May 2025, a major US tech company partnered with a firm backed by Saudi Arabia's Public Investment Fund (PIF) to advance a $10 billion partnership to build and operate a global AI and cloud hub in the Kingdom. Similarly, the UAE is gaining access to advanced semiconductors to support an AI campus in Abu Dhabi, built in partnership with US firms. These partnerships are a direct response to the need for "sovereign" cloud ecosystems that comply with local data protection and national security priorities. The global competition has shifted from offering the biggest server farms to providing the most localized, compliant, and trustworthy data environments.
